*Sensitizes Zones B, D Officers in Kano

In line with global best practices, Nigeria Customs Service ACT 2023 Section 24 (Sub-Section 1-9) which equally aligns with Article 3 of World Trade Organization (WTO) Trade Facilitation agreement (TFA) and Standards 9.8 and 9.9 of the Revised Kyoto Convention (2006), Comptroller General, Bashir Adewale Adeniyi has flagged off sensitization of officers and men on Advanced Ruling System.
The flag off was held on Wednesday for officers of Federal Operations zones B and D, on Wednesday JULY 24, 2024 at Bon Hotel Kano.
Delivering the keynote address, the CGC who was represented by the Zonal Coordinator Zone B, ACG Sambo Kaliel Dangaladima, said that the significant occasion was organized by Nigeria Customs Service (NCS) in collaboration with German Agency for International Cooperation (GIZ).

“The sensitization aimed to educate and equip Officers and Men in the Zone in preparation for the implementation of the procedures and concept of Advance Ruling,” he said.
He explained that the sensitization programme is part of the agenda of the present administration to build the capacity of Officers and Men of the service through continuous training, thereby enhancing the knowledge, ability, and behavior of Officers and Men to effectively perform their duties in line with the international best practices.
“Advance Ruling is one of the Customs procedures captured in the Nigeria Customs Service ACT 2023 Section 24 (Sub-Section 1-9) which equally aligns with Article 3 of World Trade Organization (WTO) Trade Facilitation agreement (TFA) and Standards 9.8 and 9.9 of the Revised Kyoto Convention (2006).
“Advance Ruling is therefore, a measure in which Nigeria Customs Service provides a legally-binding decision on importer’s request regarding Classification, Valuation and Origin of goods before they are imported,” he said.
According to the CGC, the Officers and Men of the Nigeria Customs Service from Zone B and D present, the sensitization is a great opportunity to learn from the wealth of experience of their resource persons.
“I encourage you to open your minds and understand the legally binding nature of advanced ruling and it’s implications on both the service and our critical stakeholders.
“At this juncture, on behalf of the CGC, I hereby declare this sensitization open and equally Flag-Off the programme on Advance Ruling in Zone B and D.
“I hope you will explore the hospitality and peace of this ancient City of Kano,” he said.
